Persons who take an interest in the prosperity of Portugal do not easily find in the foreign press the means of knowing the real situation of this country, because on the very rare occasions when it attempts to write upon that subject it is almost always with singular inaccuracy.
Some authors more desirous of making a book than of inquiring minutely into what passes in this corner of the Peninsula, have sometimes gone so far as to occupy them selves with very little scruple about Portugal and Spain conjointly, not remembering that they are two distinct nations, in their usages, customs, disposition and character.
A Parisian journal Le Mémorial diplomatique, published at the beginning of this year a series of articles under the same title as that of this pamphlet, in which the author analyzes, with remarkable knowledge of the truth, the situation of Portugal and Spain, and points out clearly to Europe the reason why the former wishes to be free and independent, notwithstanding all the unfounded ambitions and dreams of the utopists.
To the Portuguese bond-holders, to those who have not hesitated to confide their capital to the unblemished probity of the Portuguese nation, we present a translation of these interesting articles, in the full conviction that an exact account of what is actually passing amongst us will afford them genuine satisfaction.
